That credit phases out as AGI rises, using 2025 phaseout thresholds from the source table ($18,213 single / $36,426 joint). The effective bite is not “4.5% of gross.”
Because the credit fades, higher earners keep more of the flat rate and less of the credit. Confidence is estimated while those thresholds await a fuller 2026 update. Salt Lake City does not add a city income tax here.
A traditional 401(k) reduces Utah taxable income in this model; FICA does not. Compare Utah with Colorado (flat 4.4% plus FAMLI) at the same salary when a mountain-west offer lands — the shapes look similar until you stack Colorado’s leave premium against Utah’s credit phaseout.
